Compared with the nearly 7 gallons of water it takes to flush a pre-1993 toilet, low-flow toilets take a mere 1.6 gallons of water to flush the same amount of waste. Granted, when low-flow toilets emerged in the mid 90's, they didn't work optimally—meaning, it took more than one flush to flush away the waste, defeating the purpose of conserving water. But today, low-flow toilets have undergone design modifications and now they flush with the same results as their predecessors. All new housing construction mandates that low-flow toilets be installed, and won't pass inspection unless they are in place.
